I looked this up a while ago. Apparently the writers were HUGE Doctor Who fans…
…AND THEY BASED TOMMY OFF OF THE DOCTOR. 
Think about it…always getting up to strange wonderful adventures, a charismatic & whimsical leading character…
And what did Tommy always have with him?
HIS TRUSTY SCREWDRIVER.

The creators had our Doctor just metaphorically waiting in the background of this show, to ensure that the day we learned about the madman and his box, we would love him as much as they did.
